Is the narrowest part of this product's inner diameter (probably the very top) made narrower than 39mm so that it fits snugly and the boot doesn't slide down after the fork compresses?
I think the inside of the boot would be sealed. Does it have any vent holes?

The inner diameter is about 38mm so that it fits snugly on a 39mm tube.
Rather than vent holes, there are grooves on the lower inside running in the fork's direction of travel, and air escapes through them.
This product is a stock replacement, so airtightness and fit are only guaranteed when installed on HD 39mm forks
